1. He be awarded the Global War on Terrorism Expeditionary Medal (GWOT-E).

2. He be awarded the Global War on Terrorism Service Medal   (GWOT-S) (administratively corrected).

APPLICANT CONTENDS THAT:

He believes he meets the requirements and is entitled to these medals.

STATEMENT OF FACTS:

The applicant enlisted in the Regular Air Force on 22 January 2002, and was progressively promoted to the grade of airman first class (E-3) having assumed that grade effective and with a date of rank of 22 May 2003.  On 1 October 2004, he was released from active duty after serving a total of 2 years, 8 months, and     10 days.

AIR FORCE EVALUATION:

AFPC/DPSIDR recommends denial of his request for award of the GWOT-E.  DPSIDR states in order to be eligible for the GWOT-E personnel must have been deployed abroad, on or after           11 September 2001 to a future date to be determined, with service in support of Operation ENDURING FREEDOM or Operation IRAQI FREEDOM.  The applicant’s record shows he was stationed in Incirlik Air Base, Turkey, as permanent party personnel.  Although Incirlik is a qualifying Area of Eligibility (AOE), you must be deployed to this location in order to qualify for award of the GWOT-E Medal.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the applicant on 6 March 2009 for review and comment within 30 days.  As of this date, this office has received no response.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing law or regulations.

2.  The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file.

3.	Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice.  After a thorough review of the available evidence and the applicant’s complete submission, we are not persuaded his records should be corrected to show he was awarded the GWOT-E.  We agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our conclusion that the applicant has not been the victim of an error or injustice.  Therefore, in the absence of evidence to the contrary, we find no compelling basis to recommend granting the relief sought in this application.

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented did not demonstrate the existence of material error or injustice; that the application was denied without a personal appearance; and that the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application.
